You have to turn off sounds in Voiceover to get the screen locked announcement back. To do this, go to settings, general, accessibility, Voiceover, and in there find audio. Turn on mute sound effects and the screen lock announcement will come back. HTH. They've taken the screen locked announcement and replaced it with a sound in iOS 10. The only way you can get the announcement back is if you turn off sounds in Voiceover settings under sounds. HTH.
