That speaking bar will allow sighted people to have selections of text read to them. They don't need to deal with VoiceOver which is far more complicated. I haven't had to deal with it for quite some time. However, if memory serves, you need to go to seettings, general, accessibility, speech. Once there, find the "speak selected text" option and turn it off. That should do it I think.
