Sabrina, If your friend doesn't have a 4S, or a 5 when it's released, you won't be able to FaceTime over 3G. The same goes for iPads with 3G functionality. You need the new iPad or later, I believe. I could be wrong about the iPad requirements, but I'm not about the phones.

Blocking Face TIme just because I (or anyone else) does not have a shared data plan is not only unfair, but most likely in violation of the Net Neutrality rules.
