Terri, The Cash app by Square, Inc. which has also been called Square Cash I believe does what you're asking. I got a little confused by just what your friend is trying to accomplish because it sounded a bit as if she wanted to use the Cash app like a prepaid credit card.
You can use the app to electronically move money between app users who've set it up properly. This used to involve keying in your bank's debit card number information in order to tie your bank account to your Cash app. Both my son and I have done this so I can easily transfer money to him via the Cash app without any fees. I think the app may have expanded how to transfer money with it since I set it up over a couple of years ago.
