Yes, there is a bluetooth connection from the iPhone to the watch and I don't 
think that changes for the series 3 watch.
I heard on a Podcast that you are not able to make unlimited calls on your 
watch, I believe it is limited to one hour a day for calls.
There are more restrictions, I guess $10 a month is not getting you unlimited 
use and if you did want to use your watch to make many calls or have long talks 
you would then still need it to go through your phone. 
I don't quite understand what you are asking or saying about needing iOS 11 for 
the watch. Maybe you do for the series 3, but as iOS 11 comes out next Tuesday 
and even if you get the watch on day 1 it won't be until next Friday so there 
shouldn't be a problem.
Also, as far as using bluetooth headsets or earpieces is concerned, the 
bluetooth connection between the iPhone and the Watch does not mean you can't 
use a bluetooth headset. I have my Plantronics Voyager Edge paired with both my 
phone and my series 2 watch and it works flawlessly, if I use the phone I hear 
the phone, as soon as I do something on the watch and the Edge is turned on it 
switches over and I hear what I am doing on the watch. Once I'm done and the 
watch goes to sleep it goes back to the iPhone without me ever doing anything 
special. I would hope this works equally well and seamlessly with the Airpods 
and in fact it really should work even better and faster  since they are 
supposed to be optimised for Apple devices.

I have the idea that with watches prior to the series 3, there was a Bluetooth 
connection between the phone and the watch. With the advent of the LTE, I 
wonder if this would free up that connection, so that you could use it with 
AirPods for other Bluetooth headset when you're out and you don't have your 
phone. Also, maybe this was already known to everyone, but I learned by looking 
at the Apple Watch specs that you have to have your phone running iOS 11. So 
for folks who wanted to wait a little while before upgrading, you can't do that 
if you also want the series 3. Kind of a bummer.
