It is true that your library will migrate to the new phone, but I feel quite certain that all your downloads will not, you will have to redownload them. I don't have a modern enough computer to run a modern version of ITunes to know if your downloads would be backed up in an encrypted backup, then restored to your new phone, or not. I wonder about that. But I am almost positive that they will not downloath from an iCloud backup. For you, hopefully, I am not correct.
