Hi Marcia. I've never had an issue making the double-tap and hold gesture. Simply tap twice but keep your finger down after the second contact until you hear a short sound and the device say "started editing" After that, life your finger and proceed to use the rotor and Voiceover gestures to drag and drop apps. In the accessibility settings, you can change the time during which two taps will be treeted as a double-tap. Perhaps, that would be helpful if you have consistant trouble double-tapping. If that works fine for you other than with entering edit mode, I wouldn't recommend changing the acceptable speed of double-tapping though. The trick is not to raise your finger after the second tap.
