Are they talking about accessible PDF documents? There is a site with both free and fee based webinars on a wide variety of topics who have done sessions on creating accessible pdf documents. Here is their web site and email addresses. I suggest sending them to the web developer or just suggest they search for creating accessible pdf documents.
