To my knowledge the $19.95 price for the Google version of the KNFB reader was 
available because of a donation from Google. As far as I know the product isn’t 
free but does allow the user to have 25 free scans before purchasing the 
product. The reason this doesn’t happen with Apple is because of Apple policies 
and isn’t under control of the NFB.

There is definitely some sort of deal with Google and the NFB. For the last 
couple of years, Google has been a "champion" of Accessibility according to the 
NFB. I don't think Apple place those games, hence no price break for Apple 
customers.

I suggest you read the fine print.

As I understand it, you have a free trial period with Android, then the price 
is the same unless you come across a sale at some point.
