Yes, it is possible. Find the button called "Messaging Apps" to the left of the message text edit field (to the left of that is the "Attach Media" button. Now double tap and hold on the "Messaging Apps" button and then slide your finger down to the bottom of the screen and the apps bar will go away. You do, however, have to tap the actual button, if you just swipe to it to put Voiceover focus on it and then double tap and hold anywhere it will most likely not work, it didn't for me, I had to double tap and hold on the button. Some people also said that a hard press and swipe down works, but I haven't tried it.
