Yes, that is the new iOS 11 way of moving apps.  It actually ends up working 
the same as in iOS 10, just new terminology.
The one big change is you can add multiple apps to the drag session in case you 
want to move several at once to a different page, or create a folder with all 
those apps in it, etc.

They changed the method a little to acommodate dragging and dropping multiple 
objects. The first step is to go into edit mode by double-tapping on an app and 
holding after the second tap until you hear that you've started editing. Next, 
touch an app and flick up or down to go through the options. You want to drag 
apps. You'll hear three rising clicks as you add apps to the current drag. Next 
, use normal swipes and gestures to move to where you want to situate the apps 
you're dragging. Once you've touched an app in that area, you can flick up or 
down and go through options to place the dragged apps before or after the appp 
you touched. You can also create a folder or add dragged items to a folder.

All of this sounds more complicated and lesss intuitive than it actually is. 
I'll find a better way of explaining it when I update that section of the guide 
I'm working on. One other thing to be aware of is that once you've entered edit 
mode, make a move within 30 seconds or you'll be kicked out of edit mode.
