none of my old iPhone's, 3GS, 4 nor 4S ever vibrated when on power and powering them up, none of them.
so, first thing to say is that the iPhone 5 when on power definitely does. I will not unplug my iPhone 5 from power for a good few hours yet as I like to give them a good first charge.
