I thought it was the "Idle Opacity" that should be set. Mine was already set to 
40. I am trying this, but no luck. The first announcement I got read, but 
subsequent ones have not. I even rebooted the phone. 

I hope someone can figure it out and get it to work!

This sounds promising and possibly very helpful, but after turning on Assistive 
Touch, I have Customize Top Level menu, a setting called Idle  Opacity,  and 
Create New Gesture.  I cannot find a custom actions menu.

I wonder where it might be hidden?
