Yes, it is fixed. Unless you are a very heavy and advanced braille display user doing a lot of your typing via a braille display I think 11.1 is a very good update and I would definitely have no issues recommending everybody including those still on iOS 10 to update at this point. Of course if you are holding on to iOS 10 because you still can't live without some old 32 bit app which hasn't been updated in years then you should not update although you only prolong the inevitable.
