I suspect the same thing happened with iOS 5. The reason is that when you dismiss an app from the app switcher, you completely stop it from functioning. If the app is downloading and has not yet saved the info, the app will 'forget' the memory location where the file was being downloaded to. In other words, as far as the app is concerned, that memory space is empty. Computer programs do the same thing if you interrupt their processing before data has been saved.
