Well the only way I can answer your question is to describe the situation that happened to me last week.
On 23Rd October I was running an iPhone5S that had the latest iOS11.1 beta installed on it. On Tuesday 24Th I received a new iPhone7. This had iOS10.3 installed. Having activated the phone I was unable to restore a backup I had made with my 5S until I downloaded and installed iOS11.1. To do this I had first to enrole the new iPhone7 with Apple's beta program. If you do a reset of your phone it will retain your iOS unless you use the recovery mode with iTunes which will download the apply the latest official release for your model.
