I keep an old sim card around, one that I used sometime back but
was deactivated when I purchased an AT&T iPhone with a new sim
card already inserted. And, although I'm of course not able to
make phone calls with this old sim in an iPhone, I have, at least
so far, been able to activate other iPhones with it and use them
on wi-fi. Also, although I've never tried this, and have no idea
just how reputable these sources are;; but, if I do a google
search for activating iPhone without sim, I do get back various
articles saying it may very well be able to be done. I don't
think I would want to try some of the methods mentioned, but I
would certainly not be afraid to try hooking my phone up to my
computer and using iTunes to see if it would give me the option
to activate, especially if I had an unlocked phone and the latest
version of iTunes on my pc.

Do not know if this information is worth anything to you but here
is my story.
I recently upgraded my phone to an IPhone 7 from the 6 S, I
wiped the old phone completely to rid all of my information from
the phone before handing it over to my brother who wanted to use
the phone as a very mini IPad. When wiping it, it wiped
everything i.e. all apps. So we took the phone into the Verizon
store and they pulled my sim card out of my new phone and
inserted it into the old phone to download all the apps again.
Then removed my sim card and put it back into my phone. My
brother was able to set the phone up to use it as a very mini
IPad and it is working great. He cannot make phone calls but can
use all the other apps through wireless internet connection. It
works much better than the original IPad mini that I gave to him
years ago. If you cannot remove the sim card from your phone to
do this, there is one work around that will cost about $40. You
can get a sim card from the Verizon store for their monthly to go
plan which requires no contracts and I assume that using it for
one month as cellular and then not buying a new card the next
month would work similar to what I did for my brother.
