OK, it seems this problem happens only if the folder which you were trying to move something is in the dockk. I have tried this with a few apps now, and if I go to move an app to a folder that is not in the dock, I get the choice about adding it to the folder or placing it before or after the folder. If, however, I want to add that same app to any folder in my dock, I can’t. Those choices relating to the folder are simply not present.
