I went to Settings, General Keyboard, but couldn't find Key Flicks. Was I in the wrong place? Then to use it, touch a letter in the top row - q for 1, w for 2, etc. If you are using touch typing, don't lift your finger, but immediately flick up or down until VoiceoVer speaks the number associated with that key, and double-tap.
