Ok, here is your long shot of the day. Is there a possibility that the punctuation setting is causing the problem? I have found that if punctuation is set to none, that in the weather app any number that is immediately followed by a degree symbol isn't read. I know that the mail badge doesn't have a punctuation character after it, but there is a comma and a space before it.
I can't try anything with the app store because all of my apps are updated. I am thinking this is a voice over bug in ios 11.1, but wanted to check if anyone else is continuely having this problem.
