If it doesn't recognize your fingerprint I think 3 times it will ask for the passcode and then you do have to enter the passcode. Also, if you reboot the phone or turn it off and back on the first time you unlock it you will have to enter your passcode, after that Touch Id works again. The few times this happens just enter your passcode, to me it is well worthwhile to have the security and of course I use Apple Pay all the time and you can only use Apple Pay if you have a passcode/Touch Id set up.
