No idea what’s happened here, but my iPad II has completely lost VoiceOver.  
Here’s some background info for starters:

iOS: 11.1.2
Capacity: 16 Gb

I’ve tried all the typical things; using the HOME button to try to 
disable/enable VoiceOver, allowing the iPad to run down the battery and 
rebooting, attempting to configure accessibility via iTunes (Mac Mini with 
latest MacOS High Siera installed).

I’m going to ask my brother to see if he can help me out with his sight insofar 
as trying to get VoiceOver working again.  Shish, what a tough problem!

Any suggestions?
