Why not just offload your photos to your computer and forget about paying someone to store them in the cloud? As the children grow older, you will run out of space on your device itself.
Regarding your husband, he has to decide what tech ecosystem he wishes to join. He obviously rejected Apple when he bought an Android phone while you already had an iPhone. Realize that non-Apple service will compress the photos and videos to make the file size smaller. Have you tried the joint drop box account idea with the free account with both of your phones to see how it would work?
