Hello Shai and All, Shai, thank you for confirming my issue. I was beginning to think I was going crazy.
After having received all of your replies, I used Siri to set a custom time. Subsequently, the custom timer function, as described in my original post, now works perfectly. Very weird, to say the least. Thank you all for your help on this one. I was recommended to exit the timer app by pressing the digital crown once and reopen it and then set the custom timer again. Once I did this, the start button appeared as available.
