I'm curious whether you're subscribed to Apple Music as I have it turned off on my iPhone 7. When I open the Music settings screen, I have no Library heading under it which explains why I have no iCloud setting since that's the section it's located in on your iPhone. Maybe your music library is unimportant if you're not using Apple Music. When I go into settings and swipe many times to the right until I gget to music and then double tap. When I swipe to the right I get the apple music setting and when I keep on swiping right then I get a library heading and then a setting for adding playlist songs and then two swipes to the right there is the iCloud music item. It is strange that it does not show on your phone. My issue is that when I purchase a song from the iTunes store on my iPhone 7, add it to my iTunes library on my Windows 7 desktop computer, add it to my main playlist which I have set to sync to my iPhone in iTunes, these directly purchased songs are not synced. However, if I first convert them to mp3 format in iTunes and then add them to that playlist, they sync just fine. I checked for an iCloud setting under both music and iCloud in order to turn it off as you suggested but I could not find such a setting. I've had this issue going back over a couple of iOS versions but it still persists under the latest Ios 11 version. I've even been on a long tech support call with Apple Care but they weren't able to figure it out. I've decided to purchase my music from Amazon due to this inconvenience but if anyone has any suggestions on how to correct it, I'd very much welcome them. I'm not a fan of streaming music but instead prefer to buy the tracks I like one at a time and keep them on a playlist on my iPhone.
