You can't go into Settings and select to turn on Voiceover with a triple click of the home button if you do a complete reset since at that point your iPad is like when you first bought it, it's sitting at a screen where it says "swipe to setup". At that point a triple click of the home button will turn on Voiceover just as it does when you buy a new iDevice and first turn it on. The SIM tray will be located somewhere along the right or top edge of the iPad, you have to feel for a place where a tiny hole is and this is where you would insert your SIM removal tool (or a paperclip), push down and the tray will pop out a bit, you can then pull it out all the way. This is of course only if your iPad is not a WiFi only model.
