I'm not exactly sure what you're trying to do and whether you tried this or not, but maybe you want to turn always speak notifications off in Settings -> General -> Accessibility -> VoiceOver.

Okay, let me try to explain this.  When my screen is locked and I get a notification, the screen doesn't unlock, but it notifies me of a notification. For instance my skybell or parcel track or a message or something like that.  The problem I have is that my screen will come to life and tell me the time.  Just like if you pressed the power button.  I am running IOS 10 and wonder if someone can tell me how to just stop  any speech?  By the way, this is with mute on.  The only way I can get it to shut up is to turn speech off.  I know there is another way because my husbands iPhone does not do this when he has his screen locked.  Yes, I have gone in to notifications and set things to where I would like them.  There has to be a locked screen setting or Voice over thing I am missing.  Any thoughts? Thanks much.
