Ive noticed that too, lately. It seems to have been going on for the past year 
or more. I know you can do a double-tap-and-hold on the link and load it in a 
new tab. You can actually still locate the link after the dialogue opens. Just 
move to headings on the rotor, then flick up with one finger to move to the 
previous heading, and then do your double-tap-andhold. I hope this helps. I 
don't actually mind this behavior much, as it means that I can read the page 
much sooner than waiting for it to load in Safari. And you can still access the 
link for sharing and whatnot.
