Hi Richard,

I am also running iOS 11.3 public beta on  my 6S Plus and the problem persists.
As soon as I enable the microphone and start screen recording Voiceover 
switches to the earpiece and you can't hear it on the recording.

I checked with our moderator first before posting this.  He gave me permission 
to do so.

I'm running the 11.3 beta on my iPod Touch 6th Generation and Screen Recording 
works fine and VoiceOver volume remains at whatever you have it and it goes 
over the speaker.
So, my best guess is that the bug was resolved for the 11.3 release; whenever 
that might happen.
