I have my work email set up as an exchange account and I still have the "never" option. Strange how things vary.

If low power mode is enabled, you will not have the ability to change those settings. I suggest you go to your settings and ensure that low power mode is disabled or simply tell Siri to turn off low power mode and then look under the display settings again. Then double tap on autolock setting to choose your selection. If it is a phone managed by your work, that could be unavailable. My work iPhone cannot be set to never. If it is your private phone, I would reboot it.
