It does not say "Voiceover On" any more, just starts talking when you boot up. Personally I don't really care as long as it talks. As for the little bleep you get when you plug in the power cable, this still is as it was. If you don't get it make sure you check your battery level in the status bar and make sure it says the battery percentage and then "Charging". I only don't get this if I have a bad cable which doesn't charge the phone any more, i.e. one that is broke.
