The Apple Watch is not a standalone device--not even the Series 3. The Series 3 cellular model requires you to own an iPhone 6 or newer. All other models require an iPhone 5S or newer. This is according to the following Apple support document: https://support.apple.com/en-ca/HT204505
Even though you can use some features of the Apple Watch without your phone nearby, you need an iPhone to sync contacts, apps, mail and other content to your device and even to sign into your Apple ID and get past the setup process.
