That isn't necessarily true since iPhone 5 has a bigger battery than the iPhone 4S. Apple specifically gave iPhone 5 a bigger battery to help offset the drainage issues they've had with past phones, including the 4S. It's hard to compare because I would guess that iPhone 5 takes more power to operate with the advanced hardware over the 4S.
