I assume this is only for internet then? Can't see anything here having
to do with cell service.

We're updating the AT&T High Speed Internet Terms of Service. We're
making these changes to provide greater clarity around the terms of
your service and to help us deliver a consistent, high-quality service
experience for all of our customers. The agreement is effective as of
10/24/2012.
Here's a summary of the updates:
Changes to this Agreement: We have added additional ways to notify
you of material changes to the agreement including: any other email
addresses you provide, posting online at att.com/internet-terms,
recorded announcement, bill message, bill insert, newspaper ad,
postcard, letter, call to your billed telephone number or U.S. mail.
Dispute Resolution with AT&T: We have made updates to the AT&T
arbitration process.
Dispute Resolution with Yahoo!: We have made updates to the Yahoo!
Dispute resolution process
IPv6: We will support the industry migration from IPv4 to IPv6
Internet addresses. Equipment upgrades may be required to access IPv6
sites. Visit att.com/ipv6 for more information about IPv6, how it
affects you and how to upgrade.
Late Payment & Failure to Pay: We have added language to update
the procedures for collection of past due payments.
Restrictions on Use: We have added language to clarify that use of
the Internet service by a business is not prohibited but activity
involving resale of our service is prohibited.
Business Service Guides: We have added references to the service
guides for AT&T Fast Access Business DSL and AT&T High Speed Internet
