You are quite right.  One has to actually double-tap and hold on the precise 
icon/button in order to move it.

Whether one has to double-tap and hold or long-press the button may depend upon 
the status of the 3D touch setting.  Just a guess on that as I have not 
experimented with it.

It is not the Store button, initially thought that was the one as well.
First of all, make sure you are in an iMessage not a regular text message.
Now, once you are in the edit field, swipe left once and you land on a button 
called "Messaging Apps", that is the one you want.
I tried to do a double tap and hold and swipe down after I put focus on that 
button and that for me at least didn't work. I had to actually find the button 
on the screen, then do a double tap and hold and swipe down when I was on that 
spot.
If that is the same for you, just move your finger left from the edit field and 
you'll find it, if you go past it on the very outside and to the left of that 
button is the "Attach Media" button.

Which button are we pressing and holding on? When I press and hold on the store 
button in that message doc nothing happens. Thanks for any assistance.
