um, that is not exactly the way that GPS works. In order for this "hand off" to 
occur, there would also have to be interaction from the device to the sats and 
there just isn't the spectrum space or bandwidth to handle several tens of 
millions of devices simultaneously. the gPS units on the ground are strictly 
receivers.
