You do not have to turn VoiceOver off in order to use Siri. You only need 
activate Siri and speak what you want and wait for a few seconds after you are 
done speaking. Siri will carryout your requested action.
I hope that helps get you started. Don't worry you will become a pro at using 
the iPhone before you know it.
