Hi Lary. Try clicking the home button three times in quick succession. That should start it talking during the setup process. If it's already set up, you could use Siri. Simply hold down the home button until you hear a beep and then say: "Turn on voiceover". If all else fails, get someone sighted to go to settings, general, accessibility, voiceover and tap the on/off button in the Voiceover settings.
