Well described, I assume maybe you were still running iOS 9 because the way to delete and move apps has changed between iOS 9 and iOS 10, but since iO/s 10 came out in September of 2016 it has not changed. Having said this, you can still delete and even move apps the old way (the way sighted users do) by doing a double tap and hold until Voiceover says "Editing", then a double tap will prompt if you want to delete and a double tap and hold followed by dragging your finger around the screen will move the app. It is a bit more sensitive though and it's easy to invoke 3D Touch when you double tap and hold too hard. Anyhow, the new method using rotor actions is so much easier and, FYI, in iOS 11 you can move multiple apps all at once. Let's say you want to move 4 apps into a folder which already exists, you just swipe up or down on the first app and double tap when it says "Edit Mode", then swipe to where it says "Drag" followed by the app name and double tap. Now go to the second app you want to move and swipe down until you hear "Add so and so app to drag session" and double tap. Repeat on app 3 and 4, then go to your folder and swipe down until you find "Add to folder".
