Yes. less than 40 seconds. Yes, they have to be m4r format. Mark Taylor wrote a nice summary of the steps which has been posted several times. It should be fairly easy to find in the archives. The link is at the bottom of every message on this list. I'm not where I can repost it or I would. Note, iTunes is still required, but iTunes itself doesn't transfer ringtones any more.
