In my experience the short answer to your question is no.

When I updated my series two watch from OS3 to 4 I noticed the slowdown that 
you describe.  Setting up the watch as a new device did not improve the 
situation.

Unfortunately I know of no way of downgrading an OS on a watch.

Perhaps our only hope will be Watch OS5?
