Go into settings then general then accessibility. The first category is vision and right below that you will find "voiceover on." Perform a single finger double tap. Don't worry that won't turn off VO. On the next screen the first entry will say voiceover on. This is where VO may be turned on or off. Continue flicking down the screen until you reach the "roter" button and double tap it. The next screen will show all the elements you can have in your roter. If you explore it you will find some elements will say selected and some not. This is probably self explanatory, but selecting will include the element on your roter and unselecting it will exclude it. Once you have the roter configured the way you want, double tap the button in the upper left corner that says voiceover back. Keep double tapping the back button until you have backed out of settings entirely and are back on your home screen. I hope this helps.
