I use my finger and run down the list and there has been no problem, I don't
use the flick option all that often when navigating the phone unless there
are several things in one row, I just use my finger, move down slowly and
then to a page switch whenever needed.  I guess until recently I really
never thought to flick and I get good results most of the time with my
method.

I just noticed this today.  Lol, I didn't know it would be a bug.  It is
annoying though.

 

I ended up finding the area I wanted, then slowly moved my finger down the
screen to get to the tone.
