Any ringtones you receive from anywhere other than those you buy from Apple have to eventually be synced to the phone with iTunes or one of the mostly inaccessible other software packages out there. I think Waltr2 can do it and it is mostly accessible, but I also think it costs something like $40. In any case, it's super easy to do with iTunes, all you have to do is first of all make sure your tone is in the right format with the M4R extension and that you have saved it somewhere you can find it. Now open iTunes, hook up your phone, go to the iPhone section by activating the "iPhone" button (you just have to tab around until you find it) Now go to the treeview which starts with "Summary" and arrow down to "Tones" Tab a cople of times until you are in the list of tones. If you previously copied the tone to your Windows clipboard then all you have to do now is press Control+V to paste it into the list, it will sync automatically and nothing else needs to be done.
