The only way to listen on Windows is if you are on Windows 10 and then you have to use the Edge browser, it is the only one which supports whatever Apple’s format is, neither Google Chrome nor Firefox work let alone IE.

You can do that from the Apple web site. Just go to Apple.com And then look for the event. There'll be instructions and a link to tune in on your iPHONE or other iOS device.
