Yes, the Speech toggle is a three-finger double tap. Also, I have a shortcut for mine to be a Home button triple tap.

Symptoms are as follows: Voiceover does not speak even though I asked Siri to turn it on. When I press the home button, I feel the vibration but hear no ding. I cannot make outgoing phone calls; however, if I call my iPhone, I hear the chime and voiceover announces the name of the caller which is in my contact list. So I know it is not a volume issue.
