Hi, Yes, the watch can track your steps when the phone is off. It also tracks your heartbeat and activity and will send all the info to the Health app on your phone the next time it's connected to the phone.
Even the ones that don't have cellular connections can connect to any Wi-Fi network your phone has connected to, and while they're connected, they can send and receive iMessages. Features like the timer and stopwatch also work. And if your watch is cellular, it can make phone calls when the phone is off.
