Hello, As far as starting your subscription, I am not totally positive since I started mine back at the beginning, but I believe it is once you go to settings/music and turn on Apple Music. As far as downloading music, music is automatically streamed unless you have the automatic download selected in settings/music. You can also download music by just flicking up on a song or album and double tapping on download.
