I ddid double check just now, and, yes, it wanted my iPhone passcode. It still 
didn’t take it. There was a button for Forgot your Passcode, and, following it, 
it gave me the option of entering a passcode from another iDevice, and offered 
the same iPhone 7, or the passcode from my old iPhone 5, now used as iPod 5. 
When I entered the iPod 5 passcode, it activated iOS keychain on my iPod (old 
iPhone 6).

Interestingly, I don’t have iOS keychain activated on my iPod 5.

In the middle of this process, it did offer me the option of redoing end to end 
encryption, Do you know what this is?

It seems unlikely that one device would be asking for another device's 
passcode. I would suggest checking the prompt carefully to see what it's asking 
for.
