Making sure to turn off background app refresh, screen time, WiFi Assist under Cellular, anything else that might be doing stuff behind the scenes. I know you said he doesn't have any apps running, but he should turn off the background app refresh anyway and see how things go.
I'm going to assume this wasn't right after updating to iOS 12.0.1, because as others have noted, the battery drain can be large for the first day or two after an update.
